"DISGRACEFUL" fly-tippers dumped over a dozen black bin bags of rubbish into the River Beal.
However when council environmental officers visited the site them, off Milnrow Road on the Oldham/Rochdale border, a kind Samaritan had already cleared the mess away.
Councillor Barbara Brownridge, Oldham Council Cabinet Member for Neighbourhoods and Cooperatives, said: "The mess left behind is absolutely disgraceful.
"Our officers visited the site soon after it was reported to us on April 12 but someone had already moved the dumped waste.
"If this was a resident, we thank you for doing your bit in keeping our borough clean and tidy.
"Thankfully, the vast majority do not fly-tip but for this problem to go away we need the selfish few to stop.
"Remember, it's not the council dumping waste; it's your neighbour or someone coming from outside leaving blight in your area or street. Please help us catch these people - if you have any evidence that identifies them let us know.
"We need residents to continue to work with us on this and we will investigate and prosecute if there is evidence."
To report fly-tipping or the dumping of waste use the online form on http://www.oldham.gov.uk/ or by call 0161 770 2244.
