CCTV shows bin men dumping rubbish as council issues fine threat

FURIOUS residents are demanding answers after CCTV footage revealed a refuse collector lifting bags of rubbish out of bins and dumping them in an alleyway.

The unbinned bags then prompted the council to threaten residents with prosecution and high fines for not cleaning up.

The shocking video was recorded as the bin men carried out their fortnightly visit to Park Road, Glodwick. The footage shows two workers in an alley separating Park Road and Brompton Street.

Before taking the bins away one of the workers can be seen lifting lids on at least four bins, taking a full bag out of each and dumping it in the alley - leaving behind a pile of rubbish.

Another video shows council workers arrive three days later, search the bags to identify which house they came from, then apply stickers to warn those responsible they could be fined up to £50,000.

Resident Zed Liaqat caught everything on the cameras at the back of his house: “For at least a year we have had an issue with rubbish bags being dumped in the alleyway. There’s always a pile of them there. Cars drive over them and the bags split and rubbish flies everywhere.

“For all this time residents assumed it was one of our neighbours - it caused a bit of tension because we thought someone was doing this on their own doorstep.

“I saw council workers inspecting the bags so decided I would get to the bottom of it. When I watched it I was gobsmacked: it was a bin man. As a community we’re shocked, something has to be done about this.”

Mr Liaqat uploaded some of the footage to Facebook, where it has been viewed thousands of times.

Residents commented they had been sent letters by the council telling them they are implicated in the dumping.”

Adnan Aslam, also of Park Road, revealed his father had received one of the letters, which invited him to an taped interview at the council offices - and which could lead to prosecution.

Mr Aslam said: “This has really worried my dad. After watching the video I have no doubt this is why my dad has been accused. We were baffled when we were sent the letter: dumping rubbish is disgusting. To be accused of it when you know you haven’t done anything wrong is devastating.”

Helen Lockwood, the council’s executive director for cooperatives and neighbourhoods, said: “Thank you for bringing this incident to our attention. A significant amount of time and resource is being spent on fly-tipping to change behaviour and support the responsible majority. We are taking this matter extremely seriously. We will not hesitate to take appropriate disciplinary action.”
