Representatives from the scouts, brownies and guides were on hand to help hoist the Civic Centre's St George Cross with civic dignitaries, including the Mayor and Mayoress of Oldham, Councillor Jim McArdle and Councillor Kay Knox, Oldham Youth Mayor Mohammed Adil, the leaders of the three political parties, and Chief Supt Tim Forber, from Greater Manchester Police.
