Budget debate ‘stifled’ claim

OLDHAM’S Liberal Democrats have been accused of ducking debate on their budget proposals after Councillor Dave Hibbert says he was silenced.

The Labour councillor hit out after Monday’s Cabinet meeting which had only one item on the agenda — a report from scrutiny councillors on the Lib-Dems budget proposals.
He said the report made criticisms, comments and positive suggestions for improvements.

He accused the chairman, Lib-Dems deputy leader, Councillor Jackie Stanton, of stifling debate, and added: “Councillor Stanton moved that the paper should be accepted ‘without debate’, and Councillor Mark Alcock immediately supported her.”

But Councillor Stanton said he asked no questions and missed his chance to speak.

The Labour Cabinet member said his group has concerns about the proposals for cutbacks in youth and sport facility provision; care for the vulnerable elderly; reductions in the library service; and the decision to not appoint staff at dangerous school crossing points.

He said: “This was a clear indication of the way that they intend to control Oldham and its citizens. Openness and transparency, if they were ever serious about them, were abandoned this week.”

Councillor Stanton replied: “Not at all.He indicated he wanted to speak but asked no questions before the report was moved and seconded. There was no debate and he missed his chance.”
