FENCES go up around the outside of Royton Assembly Hall
MYSTERY surrounds the appearance of metal fencing around the unfinished Royton Assembly Hall.
The hall was purchased by Whispers Development in 2003 but work to refurbish the site has been slow.
Last September Oldham Council drew up a schedule of work for the company, but took enforcement action a month later after it failed to carry out agreed work.
A spokesman for Oldham Council said it was not responsible for putting up the metal fencing on Wednesday afternoon.
The Chronicle tried to contact Whispers but the calls went unanswered.
