After the court hearing, Councillor Jack Hulme, Cabinet member for children and families, said: “Oldham Council is deeply saddened by the death of Violet Mullen.
“Our objective now is to honour Violet’s memory in the best way possible: by learning any lessons that might prevent other children suffering as she did.
“The Local Safeguarding Children’s Board commissioned an independent Serious Case Review to examine the practices of all the public child-protection agencies active in the borough including those directly involved in Violet and her family.
“It can make recommendations it deems necessary and identify changes that should be made.
“The independent review has now concluded and has submitted its report to Ofsted for evaluation.
“We cannot comment further until the evaluation by Ofsted is completed and an executive summary is published.
“However, on behalf of all the groups concerned with safeguarding children in Oldham, we offer all those affected by Violet’s tragic death our most heartfelt and deepest sympathies.”
