NHS Oldham is set to take action to plug a £13.5 million gap in its funding for this year (2011-12).
Plans to save £15 million are being drawn up for continuous savings, rather than in a one-off cut, which will also give the organisation a £5 million contingency fund.
NHS Oldham broke even at the end of the 2010/11 financial year.
