‘Shop dumpers’ plea by council

FILTHY alleys in Fitton Hill are prompting Oldham Council to urge residents to shop fly-tippers.
Residents living in Belgrave Road claim their gated ginnel is being left strewn with rubbish including mattresses and dirty nappies.
One Fitton Hill resident said they had never seen the alley, which is gated at both ends, looking so filthy as it has over the past few weeks.
The resident said: “People, if that is what you can call them, have thrown bags full of rubbish dirty nappies, stained mattress, builders rubble and more out on to the back of Belgrave Road.
“I feel ashamed to live on the street and see bin men and road cleaners cleaning the back every week to no avail because every time they clean, rubbish is thrown out again.
“The environmental health department have been informed and are collecting evidence.
“I hope that those who are responsible are brought to justice and prosecuted as there is just no need for it.”
In July, Oldham Council removed mattresses from passages at the rear of properties in Belgrave Road following complaints from residents.
Two months later they were forced to return to remove more mattresses and building waste.
On both occasions, no evidence such as letters or business correspondence was found to allow officers to link the fly-tipping to any individuals or households.
The council is now urging residents to remain observant, and note down and pass on details of anyone fly-tipping.
A council spokesman said: “The description of individuals involved, the time that fly-tipping was noticed and any vehicle details are all starting points that might allow the council’s enforcement teams to apprehend those involved.
“Formal action will follow if a chain of evidence can be established.”
