Pensioner admits flashing charge

A PENSIONER who exposed himself twice to his neighbours claimed to have only done so because he had a bladder problem.

Neighbours of Robert Winters (73) contacted the police on May 16 at around 1.10pm after seeing him expose himself while standing in the car park outside the block of flats they share in Wallshaw Street, Oldham.

They also claimed he made “sexually suggestive actions” with his tongue, before waving up at the women.

Oldham Magistrates’ Court yesterday heard that when a Police Community Support Officer (PCSO) arrived, she saw Winters return to his flat, then come back outside without his jacket and expose himself once more, before waving at the women again.

He was arrested at 2.40pm.

Winters (73) said he was not performing a sex act but had urinated three times — claiming a bladder weakness meant he had no choice but to relieve himself at that moment.

Winters, who has a previous conviction for indecent exposure from 2004, told police he was waiting for friends to meet him. Partial blindness meant he didn’t realise people could see him urinating.

He pleaded guilty to a charge of exposure.

Winters was given a 24-month conditional discharge and ordered to pay £85 costs.
