Dumped rubbish leads to £200 fine

RESIDENTS are being called on to dispose of household waste responsibly — or face enforcement action.
The move comes after Oldham Council enforcement officers noticed a number of areas were being blighted by rubbish being left in streets and alleys.
The council says that while the majority of residents take pride in their homes and the community they live in, a small number let the side down by not putting their rubbish in the proper bin, failing to put them out on the correct day and not briniging them back in again.
To tackle the problem notices were sent to residents explaining their legal responsibility in relation to household waste disposal, leading to improvements to the cleanliness of the areas.
However, action was taken against Sherie Moran, of Dalton Street, Failsworth, when despite repeated warnings and legal notices she failed to properly dispose of her waste and instead left it in an alley behind her home.
The 34-year-old was given a £60 fixed penalty for failing to comply with a Section 46 Notice of the Environmental Protection Act.
When she did not pay the fine legal proceedings were started by the council.
Ms Moran failed to turn up for the first hearing at Oldham Magistrates’ Court and the case was adjourned. She failed to turn up again on November 14 and she was found guilty in her absence.
Ms Moran was fined £200, with £250 costs and a £15 victim surcharge.
Councillor Jean Stretton, cabinet member for neighbourhoods and devolved services, said: “Left out in the streets rubbish is not only unsightly but it is a health hazard and attracts vermin.”
