Dropped cigarette end leads to £405 penalty

Two people who were seen dropping a cigarette end in the street in separate incidents were each fined £85 with £300 costs and a £20 victim surcharge by Oldham magistrates when they both failed to pay a fixed-penalty notice.
They were among five people prosecuted by Oldham Council for breaching environmental-health laws.
Ivan Whittaker (42), of Dunwood Park Court, Shaw, was seen by a council enforcement officer discarding a cigarette on Market Street, Oldham, on October 9, last year. He was found guilty in his absence.
Karina Hunt (26), of John Street, was seen dropping a cigarette in High Street, Oldham town centre, on September 29, last year. She was found guilty in her absence.
Waste
Mohammed Ismail (22), of Park Street, Oldham, threw out bags of waste on Clarence Avenue on November 19, 2012. He pleaded guilty to fly-tipping and was fined £80 fine plus £500 costs and a £20 victim surcharge.
Mohammed Rahman (26), of Clarkwell Close, Oldham, had his waste removed by an unknown male on November 21 last year.
The rubbish was later found fly-tipped on Westhulme Avenue. Rahman pleaded guilty to failing in his duty of care in that he did not make sure the waste was being moved by a licensed waste carrier. He was fined £80 with £500 costs and a £20 victim surcharge
On November 13, last year, Mohammed Abdul Kashem (40), of Drake Close, Oldham, discarded household waste outside his former address on Garforth Street. He was found guilty of fly-tipping and was fined £80 with £700 costs and £20 victim surcharge.
