MANCHESTER United have received a work permit for Angola striker Manucho, who joined the club last year.
Manucho signed for United last December but joined Panathinaikos on loan for the remainder of the 2007-08 season while he awaited clearance.
The 25-year-old's availability further increases manager Sir Alex Ferguson's forward options following the signing of Dimitar Berbatov from Tottenham.
CITY assistant boss Mark Bowen admits the club's youngsters may struggle to break through as their new owners chase the world's best talent.
City have developed a strong reputation for producing homegrown players in recent years but it may be harder for the next generation.
Bowen told BBC Radio Five Live: "It will be an aspiration for the players but others will fall by the wayside - but that's the way it's been at Chelsea and Man United over the years.
"We want to give the players stiff competition for their places and if you have got real quality throughout the club that can only be for the benefit of the team."
